-------Governments should make the environment their top priority. First of all, the governments are obligated to protect the public health by preserving natural environment. Next, If the governments shouldn’t make the environment their top priority, natural resources will exhaust and some animals may disappear from the earth. Finally, governments have to leave a good environment to the future generations. Governments make a detailed plan for environment policy.

I don't think the government is doing enough to protect the environment. It's a huge concern to everyone in the word!
1. "Governments are obligated"
2. ".. protect the public's health..the/our natural environment"
3. "If the government/if governments don't make we will exhaust all of our resources and.."
4. A government can't leave something but they can ensure. "Governments have to ensure future generations will have good environments."
5. I"m not sure what the last sentence means and it's purpose. I would omit it.
